The 2016 legislative session is underway. The Joint Committee on Marijuana Legalization held a lively public hearing on February 2nd that included testimony on two committee bills, SB 1511, the “expanded access” bill that would enable businesses licensed by OLCC to provide affordable access to medical cannabis for OMMP patients, and HB 4014, addressing residency, support for small businesses, criminal penalties, and youth prevention.

A large contingent of growers and advocates for the medical system were also in attendance to express frustration with rules proposed by the Oregon Health Authority. Ahead of the hearing, OHA worked with the Committee to circulate a memo and provide testimony addressing some of those concerns.

The Committee has scheduled a work session for HB 4014 for Tuesday, February 9, with the possibility of an extra hearing date late next week if needed.
